With regard to "Curly Bill", you have some good theories. But I think I know where it comes from.
"Curly Bill" was the nickname of one William Brocious, a freelance gunfighter with almost twenty kills to his credit. He is most well remembered for being a flunky of the Clanton family before the OK Corral Gunfight in Tombstone, Arizona, often partnered with killer John Ringo. Both were conspicuously absent when the Clantons got their clocks cleaned.
Another interesting point is the it has occasionally been suggested that Curly Bill had partial black ancestry.
I think this is WCW's desperate attempt to legitimize Vincent being a "Redneck."
